The Employee Retirement System of Texas (ERS) is building a second building in place of the existing annex. The intent is to lease the majority of the new facility for investment purposes and retain a partial or entire floor for ERS use.

The purpose of this study is primarily to determine a phased approach for the renovation of the existing building once the new building is complete. The ERS floor in the new building will be used as swing space to accomplish the renovation. Whole floors and departments will be moved to the new building on a temporary basis so the floors they occupy can be renovated.

The outcome of this planning process is the identification of occupants of the new floor, use the space in the meantime as swing space, develop the sequence of moves necessary to entirely renovate the existing building and finally fully occupy the space in both buildings.
